Tamil Nadu’s sports hostels feed and equip about 1,900 young athletes a year. The daily food allowance has stayed at ₹250 since a January 2014 order, even as kit allowances doubled. Five policy notes, from 2015-16 to 2024-25, show what each place costs and how the system has changed since 2011.
The numbers
Every student in a Tamil Nadu government sports hostel gets a dietary allowance of ₹250 a day for 320 days a year, the Youth Welfare and Sports Development policy note for 2024-25 says. The 2015-16 note gave the same rate and dated it to a government order of 22 January 2014. Over a year, that is ₹80,000 per athlete (₹250 times 320 days). At the 2024-25 strength of 1,925 students, the diet bill comes to about ₹15.4 crore a year.
The rate is the same in every note since, through 2018-19, 2021-22 and 2024-25. Kit allowances, by contrast, have been raised, and a separate tier of hostels of excellence pays more for equipment.
How many hostels, how many places
| Year | Hostels | Students | Source |
|---|---|---|---|
| 2011-12 | 12 to 13 | 860 | Policy Notes 2015-16, 2018-19 |
| 2015-16 | 28 | 2,060 | Policy Note 2015-16 |
| 2018-19 | 27 | 1,975 (sanctioned) | Policy Note 2018-19 |
| 2021-22 | 27 (in 23 districts) | 1,975 | Policy Note 2021-22 |
| 2024-25 | 27 | 1,925 | Policy Note 2024-25 |

The big expansion came between 2011-12 and 2015-16, when places more than doubled. Since then the system has been stable or slightly smaller. The 2015-16 note itself gives two figures for 2011-12 (860 students in its text and 1,100 in a strength chart), and the 2018-19 note says 13 hostels rather than 12; the table shows the range. The 2021-22 note located the 27 hostels in 23 districts, so some districts have none and athletes from them must board further from home.
What a place costs beyond food
| Item | 2015-16 | 2024-25 regular hostel | 2024-25 hostel of excellence |
|---|---|---|---|

| Uniforms and shoes | ₹1,800 a year | ₹4,000 a year | ₹10,000 a year |
| Sports equipment | ₹400 a year | ₹1,000 | ₹10,000 |
| Service charges | ₹300 a year | Not listed | Not listed |
| Total per athlete | ₹82,500 | ₹85,000 | ₹1,00,000 |

Adding the items gives about ₹85,000 a year for a regular hostel place and ₹1 lakh for a hostel of excellence or centre of excellence, against ₹82,500 in 2015-16. Nearly all the increase is in kit; the food line, which is 94% of the regular cost, has not moved.
It’s often said Sports hostel students or their families pay for food.
The record shows The state pays the ₹250 daily dietary charge for 320 days, plus uniform and equipment allowances, according to the 2024-25 policy note. Admission is through selection trials rather than fees.
The excellence tier
Alongside regular hostels, SDAT runs hostels of excellence and centres of excellence for stronger athletes. The 2024-25 note says hostels of excellence for men and women operate in six locations, but another section of the same note counts four. Centres of excellence are listed at six locations, with the same allowances. Specialised academies hold about 1,300 sportspersons, the note adds.
New places are still being added in single disciplines. A government order of 17 August 2023, G.O.(Ms) No. 60 of the Youth Welfare and Sports Development department, sanctioned ₹1 crore for a sports hostel and gymnastics stadium at Erode.
Hostels of excellence, depending on which section of the 2024-25 policy note you read; the note gives both figures without explaining the difference.
From hostel to elite support
The hostels are the first rung of a ladder. Above them sit the elite schemes, which pay much larger sums to far fewer athletes. In 2015-16 five elite sportspersons, among them G. Sathiyan and Aishwarya Chezhian, each received ₹25 lakh a year for five years. The 2018-19 note counted 11 elite athletes and ₹3.83 crore released up to 2017-18, and the 2021-22 note 12, with up to ₹25 lakh each and a yearly sanction of ₹1.25 crore that does not reconcile with the per-head ceiling.
One elite athlete’s ceiling of ₹25 lakh a year equals the diet money for about 31 hostel students (₹25 lakh divided by ₹80,000). The comparison is not a judgement on either scheme; it shows how steeply support rises once an athlete moves from development to international competition. Coaching is the other constraint: SDAT had 111 coaches in March 2018, and the 2024-25 note reports 76 new appointments against 615 sanctioned posts in the authority.
What the frozen rate means
A daily rate fixed in rupees loses value as food prices rise. The policy notes do not discuss this, and none of them gives an adjusted figure, so we do not attempt one here. What can be said is that the 2021-22 and 2024-25 notes repeat the 2014 rate unchanged, while the kit allowance for a regular hostel rose from ₹2,500 in all (uniform, materials and service charges) to ₹5,000. Kit was revised upward between those notes; the diet line, set by its own order, was not.
The diet money is also the largest recurring cost in SDAT’s athlete development. At about ₹15.4 crore a year, it is nearly twice the ₹8.84 crore the TN Champions Foundation had sanctioned in sponsorship to 397 athletes by 2024-25, though the foundation’s figure is cumulative rather than annual.
What this means for you
- A hostel place covers food, uniform, shoes and equipment; families should budget for travel and schooling extras.
- The hostel of excellence tier pays ten times the regular equipment allowance, so it is worth targeting for athletes who make state teams.
- Hostels were spread across 23 districts in 2021-22; ask the District Sports Officer which disciplines your nearest hostel takes.
- Check the latest policy note before relying on any rate, since allowances are set by government order.
- Athletes who move up to a hostel or centre of excellence keep the same diet allowance but receive ₹20,000 a year for kit and equipment, four times the regular rate.
