Legal Metrology in Chennai: Scale Stamping, Labels, 2026 Draft

Scale stamping, packet label rules and the July 2026 draft that would swap dealer and repairer licences for registration in Tamil Nadu.

Is your shop scale legally stamped?

Every weighing scale, petrol pump nozzle, auto meter and weighbridge used for trade in Chennai has to be verified and stamped by a Legal Metrology inspector of the state Labour Department, at intervals ranging from one to five years depending on the instrument, according to the department. The stamp carries the inspector’s number and the year and quarter of verification, so a shopper can check it on the side of a scale.

A 31 July 2026 draft notification also proposes replacing licences for manufacturers, repairers and dealers of weighing equipment with a registration system. Here is what traders and shop owners need to know.

Who runs Legal Metrology in Tamil Nadu

Unlike many states, Tamil Nadu runs weights and measures enforcement through the Labour Department. Assistant Commissioners of Labour, Deputy Inspectors and Assistant Inspectors of Labour enforce the Legal Metrology Act, 2009, the Tamil Nadu Legal Metrology (Enforcement) Rules, 2011 and the Legal Metrology (Packaged Commodities) Rules, 2011, according to the department’s enforcement page. Inspectors can test instruments, ask for documents, enter premises where they suspect an offence, and seize weights or records.

Getting your scale stamped

  1. Know your due quarter. Instruments must be presented within the quarter in which re-verification falls due.
  2. Take it to the stamping inspector’s office or a camp the inspector announces. Instruments that cannot be moved, such as weighbridges, storage tanks and fuel dispensers, are verified on site.
  3. Arrange transport for test weights where the inspector asks, or pay conveyance charges.
  4. Pay the fee as per the department’s fee schedule and keep the verification certificate the inspector issues.

The department’s site offers an online services login, an application status check and certificate verification, plus a user manual. The list of covered instruments is wide: electronic and mechanical scales, fuel and LPG dispensers, auto and taxi meters, tank lorries, flow meters, pouch packers and rail weighbridges.

What the July 2026 draft changes

The Labour Welfare and Skill Development Department published draft amendments in Gazette Extraordinary No. 337 on 31 July 2026, open to objections for 15 days. As drafted, they would:

  • Replace licences for manufacturers, repairers and dealers with a registration certificate based on a self-declaration.
  • Require on-site verification for immovable instruments and for high-accuracy electronic balances used for precious metals, relevant to jewellers in T. Nagar and Sowcarpet.
  • Add half the scheduled fee, plus officer expenses of at least Rs 100, when a user asks for verification at their own premises.
Proposed item (draft) Amount
Manufacturer registration, per year Rs 40,000
Repairer registration, per year Rs 15,000
Dealer registration, per year Rs 5,000
Repairer security deposit Rs 20,000
Dispensing pump verification, per unit Rs 4,000

These are draft figures. Check whether the final notification has been issued before you rely on them.

Labels on packaged goods

If you pack and sell goods, from spice powders to snacks, the Packaged Commodities Rules apply. A Department of Consumer Affairs release of 14 July 2024 lists the declarations required on a pre-packed item:

  • Name and address of the manufacturer, packer or importer
  • Country of origin
  • Common or generic name of the product
  • Net quantity
  • Month and year of manufacture
  • Maximum retail price, and unit sale price
  • Best-before or use-by date where the product can spoil
  • Consumer care details

Selling above MRP, short weight and missing declarations are the most common complaints. An inspector who finds a violation must issue a show-cause notice before either compounding the offence or filing a court complaint. The 2026 draft also revises compounding fees; for example, it lists Rs 10,000 for a contravention of the rules.

Tips for Chennai shop owners

  • Note the quarter and year on your current stamp, and set a reminder before the next due quarter.
  • Buy new electronic scales only from registered dealers, and keep the invoice and the verification certificate together.
  • Get repairs done by a registered repairer; an unauthorised repair can void the stamp.

How consumers can complain

The Labour Department’s grievances page, the Chief Minister’s Special Cell and the CM Helpline portal all accept complaints. Note the shop name, address, date, and what was short or overcharged, and keep the bill and the pack.
