UYEGP and PMEGP Loans in Chennai: Subsidy, Limits, 2026 Status

Comparing Tamil Nadu's UYEGP with the central PMEGP: limits, subsidy, eligibility and applying in Chennai, plus PMEGP's pending 2026 extension.

Self-employment loans: UYEGP vs PMEGP

Two subsidy-linked loan schemes are the usual starting point for a first-time small business owner in Chennai: the state’s Unemployed Youth Employment Generation Programme (UYEGP) and the Centre’s Prime Minister’s Employment Generation Programme (PMEGP). UYEGP offers a 25% capital subsidy capped at Rs 3.75 lakh on projects of up to Rs 15 lakh, according to the state MSME department.

PMEGP is in a more uncertain spot. The scheme was authorised only up to 31 March 2026, and a Rajya Sabha reply in August 2026, as reported, said further subsidy releases depended on approval to continue it. Check its status before you build a plan around it.

UYEGP: the state scheme

UYEGP is aimed at people with modest education and family income who want to start a small enterprise with a bank loan. The state MSME department lists these terms:

  • Age: 18 to 45 for general applicants, relaxed up to 55 for women, minorities, BC, MBC, SC/ST, ex-servicemen, transgender persons and differently abled applicants.
  • Education: at least an 8th standard pass.
  • Family income: below Rs 5 lakh a year.
  • Project cost: up to Rs 15 lakh, with trading projects covered.
  • Subsidy: 25% of project cost, up to Rs 3.75 lakh, credited against the loan.
  • Your share: 10% of project cost for general category, 5% for special categories.
  • Lender: commercial banks.

Older versions of the scheme are still visible on some government pages. The Industries Commissionerate page, for instance, still shows a Rs 2.5 lakh cap and lower age limits. The MSME department’s terms are the more recent; confirm at the District Industries Centre before applying.

PMEGP: the central scheme

PMEGP is run by the Khadi and Village Industries Commission with state Khadi boards and District Industries Centres. Its terms, as summarised by a Tamil Nadu district administration, are:

Feature PMEGP UYEGP
Maximum project cost Rs 50 lakh manufacturing, Rs 20 lakh service Rs 15 lakh
Subsidy, general category 15% urban, 25% rural 25%, up to Rs 3.75 lakh
Subsidy, special category 25% urban, 35% rural Same 25%
Own contribution 10% general, 5% special 10% general, 5% special
Income ceiling None Rs 5 lakh family income
Education 8th pass for projects above Rs 10 lakh (manufacturing) or Rs 5 lakh (service) 8th pass

Chennai city counts as urban, so a general-category applicant here gets the lower 15% PMEGP rate. PMEGP also offered a second loan for existing successful units, with 15% subsidy. Because of the funding hold, ask the DIC or KVIC office whether new applications are being processed and whether sanctioned subsidies are being released.

How to apply in Chennai

  1. Prepare a project report with machinery or stock quotations, the premises (owned or rented), working capital needed and expected sales.
  2. Apply online. UYEGP goes through the state’s MSME online portal; PMEGP through KVIC’s PMEGP e-portal.
  3. Attend the interview by the district task force, after which the application is sent to a bank.
  4. Bank appraisal and sanction. The bank decides on the loan; the subsidy is released to the bank and held as margin money.
  5. Entrepreneurship training. Short training is normally required before the subsidy is adjusted.

Applying is free; be wary of agents who charge to “guarantee” a sanction, as the decision rests with the task force and the bank. Common documents are Aadhaar, community certificate if claiming special category, education certificate, income certificate for UYEGP, rental agreement or ownership proof, and quotations.

Why applications get rejected

  • A project report with vague figures or no quotations is the most common reason banks return files.
  • Applicants who have already taken a subsidy under another government scheme for the same activity are usually not eligible again.
  • Poor credit history with banks can block sanction even after the task force approves the application.

If you have a degree: look at NEEDS

Graduates, diploma holders and ITI-trained youth aged 21 to 35 (45 for special categories) can apply for the state’s NEEDS scheme instead, which gives a 25% subsidy on larger projects plus a 3% interest subvention, routed through TIIC and banks. For many Chennai applicants planning a small manufacturing unit, NEEDS may suit better than UYEGP.
