Omni Bus Fare in Chennai: No Cap, Permits, Pick-up Rules

No fare table binds Chennai's private omni buses. Here is what the permits allow, how the state checks overcharging, where they may board and how to complain.

Omni bus fares: what the rules allow

Omni bus fares in Chennai are not capped by any government fare table: private omni buses run on contract-carriage or All India Tourist permits, and Tamil Nadu notifies fares only for stage carriages such as SETC, TNSTC and private town buses. What the state does is check buses for overcharging, permit and tax violations, and roadside pick-ups away from the terminus.

Omni bus is the Tamil Nadu term for privately run long-distance coaches: the sleepers and seaters sold on booking apps for Chennai to Madurai, Coimbatore, Tirunelveli or Bengaluru. At festival time their prices draw the most complaints.

The short answer to what an omni bus may charge is that no published rule sets a ceiling. The longer answer explains why, what the government checks instead, where these buses may board in Chennai, and which official channels take a complaint.

Why there is no omni bus fare chart

Under the Motor Vehicles Act, the state fixes fares for stage carriages, the buses that pick up anyone along a route and sell individual tickets. A recent example is the February 2026 gazette order that revised mini bus fares by distance stage, issued under Section 67 of the Act. Omni buses are not stage carriages on paper. Most run as contract carriages or under an All India Tourist Permit, which assumes a group hired as a whole, so no per-km table applies.

The central All India Tourist Vehicles (Permit) Rules, 2023, in force from 1 May 2023, let such a vehicle carry tourists with their personal luggage anywhere in India and require a list of tourists on board. A draft amendment published on 12 September 2025 goes further: the vehicle must not run as a stage carriage or pick up passengers who are not on that list.

Bus type Permit Who sets the fare Where it boards in Chennai
SETC / TNSTC Government stage carriage State, per km (ultra deluxe 100 paise, AC 130) Kilambakkam, Koyambedu or Madhavaram by route
Private town and mofussil bus Stage carriage State notification Local stands
Omni bus (TN-registered) Contract carriage or tourist permit Operator; no notified ceiling Kilambakkam terminus for south-bound trips
Omni bus (out-of-state) All India Tourist Permit Operator; no notified ceiling As above; subject to TN tax and permit checks

What the state does at festival time

Without a fare cap, the transport department uses inspections. Before Vinayaka Chaturthi in September 2026, about 40 special teams of regional transport officers and motor vehicle inspectors checked omni buses for five days after complaints, DT Next reported. Eleven buses were booked for overcharging, 1,169 were issued inspection reports and e-challans for violations, and six were detained for lacking valid fitness certificates or road tax. Compounding fees of Rs 24.44 lakh were imposed.

Rs 59.02 lakh

Collected in five days of September 2026 checks from compounding fees and from tax on out-of-state omni buses, DT Next reported.

The department also warned that an owner who cancels a passenger’s online booking must arrange another bus, or risk losing the permit.

Column chart of annual tourist permit fees: Rs 20,000 for under 5 seats, Rs 30,000 for 5 to under 10, Rs 80,000 for 10 to under 23, and Rs 3,00,000 for 23 or more.
A full-size omni bus pays Rs 3 lakh a year for an all-India permit.

Permits and the out-of-state bus dispute

Many omni buses on Chennai routes are registered in other states under tourist permits, which cost less to run than a Tamil Nadu registration. The annual permit fee for a vehicle with 23 or more seats is Rs 3 lakh under the 2023 rules. Tamil Nadu has directed such buses to register with its transport authorities. Operators challenged directives dated 6 November 2023 and 18 June 2024 in the Supreme Court, which on 25 June 2024 allowed the petitioners’ tourist-permit buses to pass through the state without obstruction as an interim measure. The case was not finally decided in that order.

It’s often said that the government sets a maximum omni fare before every festival.

The record shows No notified fare table for omni buses appears in the state gazette or on the transport pages. The state’s tools are inspections, compounding fees, tax collection and permit action, as the September 2026 drive shows.

Where omni buses may pick up in Chennai

Since government buses to the south moved to the Kalaignar Centenary Bus Terminus at Kilambakkam in January 2024, south-bound omni buses are also meant to load there. In February 2026, DT Next reported that the terminus is the designated pick-up point, that roadside pick-ups on GST Road outside it are unauthorised, and that Tambaram traffic police had put up warning banners. CMDA charges a private omni bus Rs 150 each time it enters the terminus.

Booking apps still list boarding points across the city. Court orders since 2024 have changed the rules more than once, so treat an app’s list as the operator’s claim, not an official permission.

How to complain about an omni bus

  • Transport department: the helpline 9384808333 and the email tc.tn@nic.in were given for omni bus complaints during the September 2026 checks. Quote the bus number, operator, date and fare paid.
  • Consumer complaint: the National Consumer Helpline takes complaints on 1915 (8 am to 8 pm), WhatsApp 8800001915, or online, and forwards them to the company.
  • The booking app: raise a ticket with the platform first if a booking was cancelled or a refund is stuck; keep the screenshot of the fare shown at booking.
  • Government bus instead: SETC complaints go to WhatsApp 9445014448, per tnstc.in.

What this means for you

  • Compare the omni fare with SETC’s per-km rate: about Rs 100 for every 100 km in ultra deluxe and Rs 130 in AC, before reservation charges.
  • Board south-bound omni buses inside the Kilambakkam terminus, not on GST Road.
  • Screenshot the fare and booking page; you need them for a transport or consumer complaint.
  • If an operator cancels your booking, ask for the replacement bus the department says it must arrange.
