A Chennai family earning up to Rs 9 lakh a year and owning no pucca house anywhere in India can get up to Rs 1.80 lakh off a home loan under the Interest Subsidy Scheme of PMAY-Urban 2.0. The subsidy is 4% interest on the first Rs 8 lakh of the loan, for a house costing up to Rs 35 lakh with a loan of up to Rs 25 lakh. Applications start on the central government’s PMAY-U 2.0 portal.
The scheme runs for five years from 1 September 2024. Under Rs 35 lakh is a tight budget in Chennai city, so in practice the subsidy helps most with smaller flats in the suburbs or homes built under the other parts of the scheme. Here is how it works.
The four parts of PMAY-U 2.0
The operational guidelines set out four verticals:
- Beneficiary Led Construction (BLC): help for eligible families to build a house on land they own.
- Affordable Housing in Partnership (AHP): houses built by state agencies or private partners and allotted to eligible families. EWS units are 30 to 45 sq m.
- Affordable Rental Housing (ARH): rental units for urban migrants, workers and students. The ministry has invited proposals from entities for rental housing under this vertical, according to the PMAY-Urban website.
- Interest Subsidy Scheme (ISS): a subsidy on home loans from banks and housing finance companies. This is the route most private home buyers in Chennai would use.
BLC, AHP and ARH are run with the state government. ISS is a central scheme handled through lenders.
Who is eligible
The guidelines group households by annual income:
| Category | Annual household income |
|---|---|
| EWS | Up to Rs 3 lakh |
| LIG | Rs 3 lakh to Rs 6 lakh |
| MIG | Rs 6 lakh to Rs 9 lakh |
A household means husband, wife and unmarried children. The family must live in an urban area, must not own a pucca house anywhere in the country, and must not have been allotted a house under any government housing scheme in the last 20 years. Applicants give a self-declaration of income and house ownership, so a false declaration can lead to recovery of the subsidy.
Houses should be in the name of the woman head of the household or held jointly with her. If there is no adult woman in the family, a male member can hold it. Widowers, single people and transgender applicants can hold it in their own name.
How the interest subsidy works
- House value up to Rs 35 lakh and loan up to Rs 25 lakh.
- Subsidy at 4% a year on the first Rs 8 lakh of the loan, for up to 12 years.
- Maximum subsidy of Rs 1.80 lakh, paid in five yearly instalments.
- Loan tenure has to be more than five years.
- Carpet area of the house up to 120 sq m.
The subsidy is credited to your loan account through the lender, which reduces the amount you owe. Ask your bank how it will show up on your statement. The guidelines describe it both as instalments and as a reduction of principal, so the lender’s explanation matters.
An example: if you buy a Rs 32 lakh flat in Guduvanchery or Avadi with a Rs 24 lakh loan, only the first Rs 8 lakh earns the subsidy. You still pay normal interest on the remaining Rs 16 lakh.
How to apply
- Go to the PMAY-U 2.0 portal and use “Am I Eligible?” to check urban residence, house ownership and income.
- Choose “Apply for PMAY-U 2.0” and pick the vertical. Keep Aadhaar details for all family members ready, since the system checks Aadhaar at the start.
- For ISS, the application is passed to your chosen bank or housing finance company, which verifies documents and processes the loan.
- Track the application through “Track Application Status” or the applicant login.
The portal has video guides, a user manual and an ISS subsidy calculator. Help is offered by email at pmay2helpdesk@gmail.com, by WhatsApp at +91 88103 89745, and by phone on 011-23060484, according to the portal. In Chennai, the bank branch handling your home loan is usually the quickest point of contact for ISS. For BLC and AHP, the state housing agencies handle beneficiary selection.
Before signing a loan, compare the subsidy against the total interest and fees. A financial adviser can help you decide whether a slightly bigger loan elsewhere is better than a subsidised one.
