PMAY-Urban in Tamil Nadu Year by Year: Sanctions to Occupancy

Tamil Nadu sanctioned 6.7 lakh PMAY-Urban houses in a decade and completed nine in ten. The state put in more money than the Centre.

PMAY-Urban in Tamil Nadu, year by year

Tamil Nadu sanctioned 6.7 lakh urban houses under PMAY-Urban in a decade, and nine in ten have been built. The year-by-year record shows a sharp rise to 2018-19, a long tail since, and a state that paid more than the Centre.

The numbers

6,70,425PMAY-U houses sanctioned in TN, July 2025
90.5%of sanctioned houses completed
48,174completed houses not yet occupied
₹12,019 crstate assistance, more than the Centre’s

By 14 July 2025, Tamil Nadu had 6,70,425 houses sanctioned under the Pradhan Mantri Awas Yojana-Urban (PMAY-U), 6,69,514 grounded and 6,07,051 completed, the Ministry of Housing and Urban Affairs told the Lok Sabha in an answer of 7 August 2025. That is a completion rate of 90.5%, against about 78.5% nationally on the same date.

The state’s own contribution is the less familiar part of the story. The same answer gives central assistance sanctioned for Tamil Nadu at ₹11,036.47 crore and state assistance, as proposed in the projects’ detailed reports, at ₹12,019.19 crore. Under PMAY-U a state share was not mandatory; Tamil Nadu chose to put in more than the Centre.

Occupation lags completion. Of the 6,07,051 completed houses, 5,58,877 were occupied, according to the state-wise annexure of 31 July 2025, which leaves 48,174 finished houses, about one in thirteen, without residents.

Line chart: sanctions rose from 32,500 in 2015-16 to 1.31 lakh in 2018-19, then fell to 11,900 in 2023-24 and none in 2024-25. Completions peaked at 1.57 lakh in 2018-19.
No houses were sanctioned in 2024-25. Completed counts include houses sanctioned in earlier years; 2024-25 is part-year.

A decade, year by year

In December 2024 the ministry gave Parliament a year-wise table for Tamil Nadu in reply to a question from Dayanidhi Maran, MP. It is the clearest view of how the scheme moved.

Sanctions peaked in 2018-19 at 1,30,822 houses. The four years from 2016-17 to 2019-20 account for 4,43,064 houses, about 65% of the decade’s total. After that the pipeline narrowed each year to 11,931 houses in 2023-24 and none in 2024-25, as the scheme moved towards its close. Completions followed with a lag, peaking in 2018-19 and again in 2020-21.

₹1.65 lakh

Central assistance sanctioned per house in Tamil Nadu: ₹11,036.47 crore divided by 6,70,425 houses, using the July 2025 figures in the Lok Sabha answer of 7 August 2025.

Why the totals keep changing

Readers comparing answers will notice the numbers move. The December 2024 table gives 6,80,347 houses sanctioned and central assistance sanctioned of ₹11,185.30 crore. By July 2025 the figures were 6,70,425 houses and ₹11,036.47 crore: 9,922 fewer houses and ₹148.83 crore less central money. The answers do not explain the fall. Curtailment of sanctions, for instance when beneficiaries drop out or projects are revised, is a common reason for such a change, but the ministry does not say so here.

Some answers also use different bases. A November 2024 answer gives a much smaller Tamil Nadu figure of 3,08,867 sanctioned houses in its annexure, without stating the period it covers; its own text notes that grounded and completed counts include houses sanctioned in earlier years. It is safer to use the cumulative tables, as here, and to quote the date of the data.

How Tamil Nadu compares

Tamil Nadu’s 6,70,425 sanctioned houses were about 5.6% of the national total of 119.26 lakh in July 2025, and its ₹11,036.47 crore of central assistance sanctioned a similar share of the national ₹2.01 lakh crore. The state had received ₹10,426.37 crore, 94.5% of its sanctioned central assistance, against about 86% nationally (₹1.72 lakh crore of ₹2.01 lakh crore).

Year by year, central releases to Tamil Nadu peaked at ₹1,992.30 crore in 2019-20, a year after sanctions peaked, and fell to ₹72.57 crore in 2024-25. Releases trail sanctions because central money is paid in instalments as houses reach stages of construction.

The grounded column also tells a story. Grounding, meaning construction has started, ran ahead of sanctions from 2017-18 onwards as earlier sanctions caught up. By July 2025 only 911 sanctioned houses, 6,70,425 minus 6,69,514, had not been started at all; the remaining gap is between houses started and houses finished.

PMAY-U 2.0 has not started in Tamil Nadu

The first scheme began on 25 June 2015 and was extended to 31 December 2024 to finish sanctioned houses, except for the interest subsidy component. Its successor, PMAY-U 2.0, started on 1 September 2024 with an aim of supporting one crore more urban families through four verticals: beneficiary-led construction, affordable housing in partnership, affordable rental housing and an interest subsidy scheme.

Tamil Nadu has signed the memorandum of agreement for PMAY-U 2.0, but as of the August 2025 answer the ministry had received no proposal from the state for sanction. Nationally about 7.09 lakh houses had been sanctioned under 2.0 by then. The answers do not give a district or city breakdown, so Chennai’s share of either scheme cannot be read from them.

Houses need services

Housing sits alongside the other urban missions. Under the first AMRUT, Tamil Nadu reported 16,06,924 new household tap connections and 25,20,304 sewer connections (Lok Sabha, 13 February 2025), which matters for whether new housing colonies have water and drainage when families move in.

It’s often said PMAY-Urban houses in Tamil Nadu are paid for mainly by the Centre.

The record shows The Lok Sabha answer of 7 August 2025 gives state assistance of ₹12,019.19 crore against central assistance sanctioned of ₹11,036.47 crore. The state’s share was larger.

What this means for you

  • If you applied under the old PMAY-U and your house is incomplete, the scheme’s extension ran to 31 December 2024; ask the implementing agency, usually the urban habitat board or local body, about completion support.
  • New applicants should watch for Tamil Nadu’s first PMAY-U 2.0 proposal; until the Centre sanctions one, no 2.0 houses can be funded in the state.
  • Allottees of completed but unoccupied houses should check whether water, power and sewer connections are in place before moving.
  • When quoting PMAY-U figures, use the cumulative state table and give the date; answers in different months differ.
