Tambaram Corporation’s Money: Taxes, Grants and Where It Goes

Tambaram's 2025-26 budget, set against the old municipality's, shows bigger state transfers, a larger tax base and garbage as one of its heaviest running costs.

Where Tambaram Corporation's money goes

Tambaram became a city corporation in November 2021. Its 2025-26 budget, set beside the old municipality’s last pre-pandemic budget, shows how the money changed: far bigger state transfers, a large property-tax base, and garbage as one of the heaviest running costs.

The numbers

₹80.83 crResidential property tax, budget 2025-26
₹100 crState devolution grant, 2025-26
₹75 crGarbage clearance, 2025-26
70Councillors in the corporation

Tambaram City Municipal Corporation expects ₹80.83 crore from residential property tax in 2025-26, ₹100 crore from the state’s devolution fund and ₹50 crore as its share of duty on property transfers, according to its budget for the year. Against that, garbage clearance alone is budgeted at ₹75 crore and biomining of legacy waste at ₹24.24 crore.

Six years earlier, the Tambaram Municipality budget for 2019-20 put residential property tax at ₹17.04 crore and the devolution grant at ₹22 crore. The two documents are not like for like, because the corporation is larger than the municipality it replaced. But the comparison shows where the money for a new corporation comes from.

How the corporation was made

The corporation was created by the Tambaram City Municipal Corporation Ordinance, 2021 and then by the Tambaram City Municipal Corporation Act, 2022, which received assent on 21 January 2022 and is deemed to have come into force on 3 November 2021. The Act abolished Tambaram municipality and moved its property, staff, liabilities and wards to the new body. It defines the city as the old municipality’s area, subject to later notification, which leaves room for surrounding areas to be added. A December 2021 government order fixed the council at 70 councillors from the next ordinary election.

Add property tax and professional tax and the corporation’s own main taxes come to about ₹115.5 crore in 2025-26. The two big transfers, devolution and the transfer-duty share, come to ₹150 crore. On these lines the corporation depends more on money that passes through the state than on what it raises itself.

₹150 cr

Devolution grant plus share of property transfer duty in Tambaram’s 2025-26 budget, against about ₹115.5 crore from property and professional tax, from the corporation budget.

How the devolution grant is shared

The ₹100 crore grant follows the Sixth State Finance Commission’s formula, set out in the municipal administration policy note for 2024-25. Ten per cent of the state’s own tax revenue goes to local bodies, split 49:51 between urban and rural. Of the urban share, 16% goes to Greater Chennai, meaning the Chennai Corporation and Metro Water. The other 84% is split 31% to the other corporations, 36% to municipalities and 33% to town panchayats. Among corporations, the money is shared on population (65%), area (15%) and slum population (20%).

That formula is why becoming a corporation changed Tambaram’s finances: it now draws from the corporations’ pool rather than the municipalities’, and its share depends on population, area and slum population. The transfer-duty share works differently: it rises and falls with property registrations in the corporation’s area, so a busy property market in the southern suburbs lifts it directly.

It’s often said property tax pays for a city corporation’s services.

The record shows In Tambaram’s 2025-26 budget, property tax lines total about ₹83.5 crore, close to the ₹75 crore set aside for garbage clearance alone, while state devolution and transfer duty bring in ₹150 crore.

Where the money goes

Running costs are led by solid waste. Garbage clearance is ₹75 crore and biomining of old dumps ₹24.24 crore. Power for street lights and water pumping is ₹22 crore, with another ₹1.5 crore for sewage pumping. The pension contribution is ₹24.28 crore. Basic pay in the revenue fund is ₹39 crore, but allowances are listed separately, so the full salary bill is higher.

Capital head, BE 2025-26 Amount
Buildings ₹164.25 cr
Bitumen roads ₹146 cr
Storm water drains ₹90 cr
Water supply mains and head works ₹73 cr
Concrete roads ₹49 cr

Much of this capital spending is paid for by state schemes rather than the corporation’s own surplus. The budget shows a receipt line of ₹155.97 crore under TURIP and ₹39.70 crore for a storm water drain scheme, plus loan lines from TUFIDCO and TNUIFSL spread across funds.

The corporation also keeps a separate education fund. Its ten line items in the 2025-26 budget add up to about ₹73.82 crore, by my sum, since the document does not print a total. Sanitary materials, a small but recurring cost for a city of this size, have a line of ₹1 crore. Loan lines from TUFIDCO range from ₹3 crore to ₹10 crore and from TNUIFSL from about ₹2.29 crore to ₹8.34 crore, scattered across funds, which makes the corporation’s total borrowing hard to read from the budget alone.

State projects in Tambaram

The 2024-25 policy note lists a ₹20.29 crore round-the-clock water supply project for Tambaram under the Tamil Nadu Climate Resilient Urban Development Project. On floods, Tambaram shares two packages with Avadi and other towns: 21 drains over 30.31 km costing ₹82.15 crore, reported complete, and 53 drains over 69.56 km costing ₹145.24 crore, with 33 finished when the note was written.

What this means for you

  • Your property tax is only part of what funds services; the state transfers in the budget are larger, so the state’s devolution rules affect your roads and drains.
  • Read the corporation’s budget on the tnurbantree portal; the line items show what is planned for roads, drains and water in each fund.
  • Professional tax, budgeted at ₹32 crore, is a corporation levy; if you work in Tambaram, check the deduction on your payslip.
  • Flood works are split between the corporation and state packages; complaints about a drain may need to go to the right agency.
